Better Public Services Strategy 2030

The new Public Service Transformation Framework at the heart of the Better Public Services strategy provides the direction for strategic reform in the Public Service with a vision for inclusive, high quality and integrated Public Service provision that meets the needs and improves the lives of the people of Ireland.

Governments are confronting global challenges that span multiple areas, such as climate change, homelessness, and health provision. Despite these interconnected issues, government services remain organized in isolated silos. Better Public Services is aiming to instill a vision to completely transform public services, by integrating structures and focusing on delivering better outcomes and quality public services for people.

In delivering on this strategy we will be guided by the drivers of:

The Public Service Transformation 2030 Strategy showcases several innovative aspects: a commitment to digital transformation, a strong emphasis on collaboration and agility, a focus on data-driven policy-making, and a dedication to creating a more inclusive public service. These elements, combined with a focus on continuous improvement and addressing emerging challenges, position the initiative as a transformative force within Ireland's public sector. Digital Transformation: The strategy prioritizes the use of digital technologies to enhance service delivery, efficiency, and accessibility. The goal is to provide 90% of applicable public services online, designed with the customer at the center. The initiative recognizes the increasing public expectation for online service access and aims to leverage new and emerging technologies and data to create a more seamless user experience. This commitment to digital transformation is further emphasized in the strategy's alignment with "Connecting Government 2030," Ireland's digital and ICT strategy for the public service. Collaborative Approach: As discussed in our previous conversation, the strategy promotes extensive collaboration within the public sector. The Public Service Leadership Board (PSLB) and various Public Service Bodies will play central roles in driving this collaborative effort. This collaborative approach extends to whole-of-government cross-cutting projects aimed at tackling complex societal challenges. By working together across departments and organizations, the public service aims to "harness the potential of digitization and [apply] innovation" to address these issues effectively. Data-Driven Policy: The strategy underscores the importance of evidence-based policy and service design. It promotes using data and insights to inform decision-making and ensure services are tailored to public needs. Public Service Bodies are encouraged to engage the public in policy and service design processes, gathering valuable feedback to shape more effective policies and services. The initiative also highlights the importance of data sharing across the public service to enhance the evidence base for policy and service development, ensuring individuals and businesses only need to provide their details once. This commitment to data-driven approaches demonstrates a focus on continuous improvement and using data to inform and enhance public service delivery.
