The Global Initiative for Budget Transparency GIFT network with support from the OGP Multi-Donor Trust Fund has created a practical guide to help governments identify the data sets and data fields that should be collected for internal processes and disclosed to ensure transparency is embedded in their COVID-19 policy response and relief packages.

Fiscal Data for Emergency Response: A Guide for COVID-19 has been developed to support practitioners in identifying the datasets and data fields that are required in the processes of informed internal decision-making and transparent disclosure of information related to emergency responses. By simplifying identification, we hope to contribute to a better financial management data architecture, facilitating the process of collecting, organizing, and publishing such data in a way that enables internal and external reuse, in this regard, the guide also contributes to:
-Ministries of Finance (or equivalent): to support the development of a more robust data architecture, as well as to assist in the process of identifying what data to publish to enable transparency and oversight.
-Civil society/advocacy groups: to simplify the process of prioritizing data needs for monitoring, analysis, and engagement.
-Oversight institutions: to contribute to the task of identifying data sources needed to develop various analyses, monitoring, and auditing.

This guide is also a reality check: Unfortunately, we must recognize that this is not the only emergency the world faces today or will face in the future, especially considering the effects of climate change, therefore, we must work on building the data architecture that will allow us to react quickly, efficiently and transparently, and without compromising achievements in sustainable development and equality.
