To better learn about the U.S. General Services Administration’s USAGov email audience, a bilingual survey was developed to include questions on preferred topics, preferred frequency of email communications, utility of emails, and audience demographics. USAGov sought to learn more about their email audience through the survey and by using behavioral insights to increase survey response.
The Ministry of Finance of the Republic of Latvia collaborated with the World Bank on a holistic review of the country's tax system, an input to the design of a new, improved tax strategy. The State Revenue Service (SRS), Latvia's tax authority, worked with the Mind, Behavior, and Development (eMBeD) Unit at the World Bank to pilot a field experiment to increase tax compliance. The experiment involved sending preemptive, behaviorally-informed email messages to taxpayers with a share of income…
Water scarcity remains common in Brazil, especially in the Recife Metropolitan Region (RMR) in the State of Pernambuco. The RMR is subject to particularly high levels of non-revenue water—which occur when high volumes of water produced do not generate revenue for the supplier. While some losses may be due to structural and operational inefficiencies such as leaky pipes, clients also play a key role by defaulting on their water payments or installing bypasses to consume water free of charge.…

Kosovo is the youngest country in Europe and faces the challenges of creating a government and setting up systems to generate funds needed to invest and develop. In 2018, only 47% of taxpayers made even a partial payment towards their due taxes. The consequences of low tax compliance and late repayment are two-fold. Individuals accumulate debt, interest, and fines from nonpayment which also prevents them from purchasing homes or registering vehicles until these debts are paid. On the…

Tax delinquencies are a major problem for most tax administrations in the world. In Colombia, the National Accountant Office estimated the total outstanding debt to the National Tax Agency at $2.5 billion, which represents about 20 percent of estimated total tax evasion in 2014. Finding ways to reduce tax delinquencies is critical for both fiscal and equity considerations. A previous study compared messages about due liabilities delivered through three channels (letter, email, or…
Land tax is payable in Queensland on properties valued over a certain threshold. The Queensland Office of State Revenue can approve land tax exemptions for a range of reasons that include landowners’ principal place of residence and business of primary production. Once claimed, the exemption continues to apply indefinitely, which is appropriate as long as landowners are entitled to continue to claim the exemption. However, landowners who claim the exemption are obligated to inform the…
Tax amnesties, a limited-time opportunity for a specified group of taxpayers to pay a defined amount of tax liabilities, are broadly used across countries because they generate short-term revenue gains. However, evidence suggest that tax amnesties fail to have long-term effects, and in some cases, they generate negative effects on compliance. With the goal of evaluating the impact of tax amnesties, this experiment relies on the behavioral principle of limited attention and redesigns the…
