Plan Emergente de Apoyo y Protección a la Salud, Empleo e Ingreso Familiar

En el estado de Chihuahua, México se han realizado esfuerzos encaminados a proteger la salud de manera prioritaria pero como parte de un programa integral denominado Plan Emergente de Apoyo y Protección a la Salud, Empleo e Ingreso Familiar Chihuahua.
Abarcando los siguentes temas.
1. Fortalecimiento del Sector Salud.
2. Plan Alimentario.
3. Plan Emergente de Ocupación Temporal.
4. Apoyos a MiPyMEs.
5. Estímulos Fiscales y Descuentos en Trámites.
6. Capacitación en Línea para Finanzas y Administración.
7. Apoyo Psicosocial y Prevención de la Violencia Familiar.

El plan además del enfoque en salud involucra activamente el trabajo con Organizaciones de la Sociedad Civil, así como el sector productivo y hotelero sin olvidar los ajustes realizados directamente en los salarios de 1er nivel y 2do nivel del funcionariado público.
The State of Chihuahua in the northern border of Mexico, the local government has made important efforts to protect the well being and health of the individuals that live in this region, however the approach has been more integrated as a group of actions beyond health with more social and economic actions, it´s commonly known as the Plan Emergente de Apoyo y Protección a la Salud, Empleo e Ingreso Familiar Chihuahua is composed by the following subjects and plans:
1. Health Strengthening
2. Food Plan
3. Emergency Plan for Temporary Vacance
4. Finantial support to (MSMEs)
5. Tax reduction and administrative procedures discounts
6. Finance and Administration online courses
7. Psycosocial support in order to prevent family violence.

This plan besides the health focus involves the active work with civil society, productive sector and tourism, and also includes the adjustments made to the earnings of first and second level functionaries.

Specific issues addressed and anticipated impact

As a state government we are trying to attack all the posible fronts that the Pandemic is afecting. The region is afected by violence and crime long time ago, but with this contingency the levels of insecurity and crime will rise. In order to prevent that, we are trying to generate jobs, food sources and special supports for the ones in extreme need and the ones that lost their sources of regular income. That is why, we are focusing on an approach more integrated in health, food, vacancy, tax benefits for job maintenance.

The private sector, the civil society, the public sector, everyone has been considerated in this Plan.

Potential issues

I think the main challenge for every state within Mexico is the lack of guidance and support from the federal government as well as empaty and equal transfer of financial resources its necessary so the state and the local government can keep operational all the programs and politicies that face this contingency.
