Diia.Engine

The Diia.Engine platform is an innovative solution aimed at transforming how ministries and government agencies create and manage registers. This platform facilitates the orderly and secure storage of data, automates and digitizes public services, fostering the launch of online services and contributing to the broader digitalization of government functions.  The Diia.Engine platform has been implemented to optimize the interaction and data management in Diia, the digital interface between the state and citizens.

Diia.Engine is an innovative platform created by the Ministry of Digital Transformation of Ukraine to simplify the development and management of government registries. The platform is designed to accelerate Ukraine’s transition into a digital state. It accomplishes this by providing a secure and efficient system for storing and managing data, automating public services, and bolstering digitalization efforts. Diia.Engine offers simple tools that allow government agencies to develop registries of varying complexity. One of the most notable advantages of this platform is that it enables development without requiring large teams or budgets. As a result, the cost of development on the platform is half that of conventional methods, and the development time is two to three times faster.  The Diia.Engine platform represents a systemic solution that is transforming the way registries are created and managed in Ukraine. The significance of this innovation lies in addressing the challenges posed by Ukraine's existing registry system, many of which are technologically outdated and vulnerable to cyberattacks. Some registries are still maintained in paper form or Excel spreadsheets, hindering data exchange with other systems. Such limitations make it difficult to launch digital services and hinder the progress of building a digital state. By providing a secure and streamlined platform, Diia.Engine not only enhances efficiency but also strengthens the security of government data. Diia.Engine is not solely a Ukrainian endeavor; it is also supported through international collaboration. Notably, the German government, represented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, is collaborating on projects to develop more than 20 registries within the platform. The East Europe Foundation is also providing support for these development efforts. This international collaboration underscores the importance of Diia.Engine in advancing digitalization and demonstrates a shared commitment to supporting Ukraine's digital transformation journey. Diia.Engine signifies a substantial advancement in Ukraine's journey towards becoming a digital state. The platform offers a robust tool for efficient data management, service automation, and enhanced digitalization. The impact of Diia.Engine is already being felt in the creation of numerous registries and online services. The innovation lies in the Diia.Engine platform's unique approach to creating and managing registries, offering an efficient and cost-effective solution. Compared to conventional development methods, the Diia.Engine platform reduces development costs by half and accelerates the development time two to three times. The platform focuses on improving the efficiency of public digital services across various sectors and administrative levels. It introduces a low-code approach to software development, streamlining processes for the creation and management of registers. The Diia.Engine platform enables the automation and digitization of government services, representing a groundbreaking shift toward a more efficient and secure digital state.

The innovation is a product of the joint work of the Ministry of Digital Transformation, State Special Communications Agency and SE “Ukrainian Special Systems”, created on the basis of the National Center for Reserving State Information Resources.

The platform's development has been supported by various international organizations, including the European Union, the Eastern Europe Fund, GIZ Ukraine, and the German government, ensuring its continued success and growth.

Results, Outcomes & Impacts

Currently, 20 ministries and central executive agencies use the Diia.Engine platform to create more than 50 registers and over 100 public services. Notable achievements include the creation of the Register of Damaged and Destroyed Property, containing over 520,000 reports, forming the foundation for the comprehensive eVidnovlennia (eRecovery) program. Millions of working hours have been saved for citizens and government officers, with over 1,000,000 electronic certificates processed online since 2020. The platform allows for the easy tracking of citizen application status and provides valuable reports on service processing. It has proven essential during the COVID-19 lockdown, ensuring the continuity of online services.

The platform's sustainability is evident in its widespread adoption and successful operation since its launch. The low-code approach, streamlined processes, and comprehensive training for developers contribute to long-term sustainability. The replicability of the Diia.Engine platform is showcased by its adaptability to different government services and contexts. The success of the platform's implementation during the COVID-19 lockdown highlights its resilience and potential for broader applications beyond the initial scope.
