Innovation Overview

The innovation addresses the need to promote the publication and effective use of Open Data by public entities in Peru. In 2022, a successful pilot was conducted, and in 2023, the project was expanded, involving the participation of all public entities and increasing the complexity of the challenge.

The initiative focuses on implementing two stages: in the first stage, efforts are directed towards making Open Data available, guiding entities to meet international standards, and improving data quality. The second stage promotes the use of this data by the citizenry, emphasizing the importance of active participation.

Key objectives include empowering citizens, promoting data literacy, challenging stereotypes, and strengthening digital talent. A Datathon, "Exprésate Perú con Datos", was held where citizens presented data-based solutions for the challenges in their communities.

The project not only rewards public entities for their participation but also recognizes citizens who present outstanding proposals. Awards and special distinctions are given, reinforcing commitment and collaboration between entities and citizens.

For the future, the goal is to institutionalize the initiative, consolidating active participation from public entities and citizens. The partnership with the OAS, ILDA, and the Secretariat of Government and Digital Transformation supports and validates efforts at the national and international levels, ensuring the continuity and scalability of the initiative. The triple recognition adds prestige and encourages more actors to join this transformative experience.

What Makes Your Project Innovative?

The innovative nature of this project lies in its ability to complete the entire cycle from the publication of Open Data by Public Entities (with real and official data on the country's issues) to its effective use by the citizenry. Unlike previous initiatives, this project includes a nationwide educational phase, guiding all participants towards responsible and ethical data practices. Thus, it empowers society to contribute to the future of Peru in a participatory and meaningful manner.

What is the current status of your innovation?

Currently, innovation is in the Lessons Dissemination phase following the closure of the "Reconocimiento Internacional en Datos Abiertos 2023" competition on October 12, 2023. During this event, the winning entities were awarded in a ceremony organized by the Secretariat of Government and Digital Transformation (SGTD) in collaboration with the Organization of American States (OAS) and the Latin American Initiative for Open Data (ILDA).

The initiative garnered vital collaboration from citizens, government entities, and international organizations like OAS and ILDA. Results, Outcomes & Impacts

Innovation delivered significant outcomes for public entities. In Stage I, over 1400 officials created 180 datasets and trained 4000 individuals in the "Capacity Strengthening in Open Data" program. Stage II, with 2600 citizens and 150 data challenges, marked a milestone in democratizing information access.

Quantitative assessment of participant numbers, new datasets, and trained citizens showcases achievements. Future expectations include continued civic growth, insights from data analysis, expanded training, and improved open data quality. Projected impacts aim for sustainable transparency and collaboration, establishing a high standard for effective open data use.

Challenges and Failures

Throughout the project, challenges were faced in citizen training, the implementation of the Datathon, and coordination with public entities. Technical limitations and information access issues affected citizen participation. In response to these challenges, training strategies were adjusted, and the use of more accessible tools was promoted. Additionally, logistical difficulties in the Datathon were addressed through effective communication and real-time adaptations. Immediate responses and adaptability were crucial to overcoming challenges and ensuring the success of the project.

Conditions for Success

The infrastructure and support services were strengthened through alliances with the OAS and ILDA, expanding the project's reach. Policies and rules were oriented towards transparency, driving the participation of public entities. The leadership and guidance of the SGTD were crucial for successful execution. Human and financial resources were allocated efficiently, ensuring sustainability. Personal values and the motivation of participants consolidated a collaborative environment, driving innovation.

Replication

The model of the "Reconocimiento Internacional en Datos Abiertos" project is highly replicable on a global scale, offering an effective solution for the promotion of open data. In the Peruvian context, the continuity of the "Reconocimiento Internacional en Datos Abiertos 2023" competition is suggested in partnership with the OAS and ILDA, supported by demonstrated success and key performance indicators. The 2023 edition has recorded a remarkable increase, achieving six times more new datasets on the National Open Data Platform (PNDA) and reaching a milestone by enabling effective use of Open Data by the citizenry.

Lessons Learned

The "Reconocimiento Internacional en Datos Abiertos" project underscores collaboration among public entities, citizens, and international organizations. Success relies on personalized technical assistance, promoting international standards, and active citizen participation, exemplified in events like the Datathon "Exprésate Perú con Datos." Participation not only garners recognition for entities but also showcases public officials' competence in international standards, enhancing their resumes. Citizens are empowered as their data-driven proposals contribute to the country's development.

The “International Recognition in Open Data” project solidified the culture of open data in the government, positively impacting citizen perception and participation. The Datathon “Express yourself Peru with Data” emerged as a powerful tool to empower the population, promote data literacy and overcome mentality barriers. This initiative, which complies with international standards, promotes a more informed, participatory society committed to the responsible use of public information.
The event featured international speakers such as Bill Schmarzo, Diego and Inés Temple. The participation of these global leaders significantly enriched the perspective of the initiative.
