How to validate authenticity

The Public Innovation Index (PII) is the primary tool used by the city to globally measure the innovative capacities of public institutions in Bogotá. It is a biennial tool that sets a milestone through the publication of its results.

The Public Management Innovation Laboratory – LABCapital of the District Oversight Office has designed the PII to measure the level of innovation in public entities, assuming the responsibility of designing, implementing, and analyzing the collected information, thus meeting this need within the public sector.

Through the measurement of the Public Innovation Index in district entities, we identify innovative practices, capabilities, outcomes, and knowledge management related to promoting effective, efficient, and quality public management results. This enables the establishment of future actions that increase effectiveness and satisfaction of citizen expectations in the products, processes, and
services provided by the government. This, in turn, fosters trust between the District and its citizens.

It is worth highlighting the relevance of conducting the measurement of the Public Innovation Index with the perspective of providing knowledge and recommendations that contribute to improving administrative and budgetary management efficiency of the entity, thus adding public value to the citizens. Furthermore, it serves as a possible scenario for resolving public problems from an innovative perspective characterized by low cost, agility in implementation, and citizen participation.

LABCapital's experience in gauging public innovation is a valuable asset that becomes increasingly relevant as it designs, operates, and analyzes the large volumes of data collected in each index measurement.

To date, the Innovation Index has been measured three times (2019, 2021, and 2023), reflecting an increase in the capacities of public entities in Bogotá to offer innovative solutions to the public challenges.

This tool is divided into four essential components:
1. Institutional Capacity
2. Processes and Practices
3. Outcomes
4. Knowledge Management

The city increased its score during these periods, rising from an average of 36.7 percentage points obtained in 2019 to a score of 45.02 percentage points in the recent 2023 measurement.

The application of the 2023 Public Innovation Index involved the participation of 70 district entities, including those from the central sector, decentralized sector entities, State mixed enterprises, the 20 local mayors' offices, and district control bodies.

The recent measurement shows, among other things, a positive advancement in fostering innovation in the public sector. There is growth in the allocated budget, as well as a greater focus on assigning trained personnel in innovation. Additionally, there has been a gradual adoption of enabling digital resources for innovation.

Furthermore, LABCapital has published a virtual tour as an innovative alternative to disseminate the Index results and highlight some of the innovation initiatives developed and implemented by Bogotá in an interactive manner.
