A hands-on resource that provides practical advice, guidance, and an 8-phase process from concept development to implementation for building an open government program, with each step referencing principles, lessons learned, case studies, and a checklist for determining whether you are at the right phase. This resource complements Open Government Partnership Action Plans and and was developed as part of a year-long project with the Mexican government.
La Veeduria Distrital de Bogotá, por medio de su Laboratorio de Innovación Pública Distrital LABcapital, ha diseñado e implementado el primer Índice de Innovación Pública (IIP) para ciudades. El IIP fue diseñado en 2017 e implementado en noviembre de 2018 con 39 entidades públicas de Bogotá. Los resultados de la medición fueron socializados en julio de 2019.
Esa herramienta esta dividida en 4 componentes esenciales:

4. Gestión del conocimiento
El IIP es una herramienta fundamental para analizar el estado de la Innovación Pública de una entidad gubernamental. Así mismo, es un instrumento que busca definir una hoja de ruta para mejorar las acciones que una entidad pública desarrolla para potencializar su innovación.
Dentro de la información compartida sobre el IIP se encuentran:
• Los resultados de la medición del IIP: En este documento se encuentra el desglose de los componentes, variables, indicadores y valores del Índice; la información general sobre las cifras de innovación pública de Bogotá; y la clasificación de las entidades públicas distritales según el nivel de Innovación. Al final del documento de plantean algunas conclusiones.
• Bases conceptuales del IIP: En este documento se menciona la bibliografía consultada para la creación del Índice, así como la descripción de cada uno de sus componentes. Al final del documento se propone una primera versión del IIP
• Infografía sobre el proceso, resultados y buenas practicas: Breve resumen del proceso de diseño del índice; información relevante sobre la Innovación Pública en Bogotá; así como relación de algunas buenas prácticas de innovación pública identificadas las cuales han sido diseñadas, prototipadas, validadas e implementadas.
El IIP es un insumo clave para funcionarios públicos, así como académicos que busquen la generación de nuevos y mejorados indicadores y herramientas de medición, que permitan generar una primera línea base sobre el estado de la innovación en entidades públicas.
Por último, el objetivo fundamental de esta herramienta es promover y fomentar la Innovación Pública. En este sentido, el IIP busca que las entidades gubernamentales, así como los servidores públicos que conforman estas entidades, puedan: diseñar e implementar productos y servicios públicos mas costo-eficientes; con mejor calidad para los ciudadanos ;que promuevan la participación ciudadana, la rendición de cuentas y la transparencia ;generando así mejores resultados en la gestión pública y en la calidad de vida de la ciudadanía.

It was developed for both policymakers and people who design and deliver public services who need to make large changes in how they serve their citizens.

The Privy Council Office's Impact and Innovation Unit’s (IIU) developed this guidance for impact measurement, in support of its work under Impact Canada. This resource provides an introduction to the topic, as well as a reference for those involved in the design, delivery, procurement or appraisal of impact measurement strategies in Canada and beyond. It provides descriptions and considerations of different ways of measuring impact versus traditional methods.
It includes the reasoning for measuring impact, threats to validity of impact evaluation, a matrix for evidence, descriptions and guidance on methods, including Randomized Control Trials and quasi-experimental approaches.

This resource was designed to help innovators create more elegant, effective and creative solutions for circular economy. This resource allows users to explore new ways to create sustainable, resilient, long-lasting value in the circular economy. While it is oriented towards private sector manufacturing and products, it can also be helpful for public sector organisations to think about supporting more circular models, either externally or in their own operations. The resource is divided into sections: understand, define, make, and release circular innovations. The resource includes detailed step-by-step guidance on circular methods and mindsets, including videos, cases, and related resources. The guide also includes resources for putting circular strategies into action, including worksheets and packaged workshops with facilitator's guides, video lectures, and presentations.
The Design Sprint is a methodology for quickly solving problems through developing a hypothesis, prototyping an idea, and testing ideas with users. Design Sprints quickly align teams under a shared vision with clearly defined goals and deliverables. The Design Sprint methodology was developed at Google from a vision to grow user experience (UX) culture and the practice of design leadership across an organisation. The length of time for Design Sprints will be based on the goals and the needs of the team. Sprints typically range from 1 to 5 days. This resource includes guidance on the methodology, planning sprints, a method library (including recipes for sets of methods used sequentially for different purposes), and downloadable resources. The web-based resource also features a community of contributors as well as case studies. While the Design Sprint methodology has commonly been used for product design in a private sector context, the methodology can also be valuable in the public sector for exploring a problem spaces and quickly prototyping ideas and testing assumptions.
The Paraffin toolbox consists of a wide selection of tools and approaches that focus on capacity building and active facilitation methods alongside work on creative projects. It contains a selection of 16 presentation templates that can be used when a workshop planner or facilitator needs inspiration, guidance or concrete methods within building workshops. The resource also includes articles and best practice guidance on running workshops, including virtual workshops. Many of the downloadable templates are available as editable Microsoft PowerPoint presentations.

The Design Thinking Handbook is a comprehensive guide to the practice of design thinking and framework popularized by the Stanford d.school. The resource is organised into sections Why We Need Design Thinking, Empathize, Define, Ideate, Prototype, Test and it can be downloaded as an epub, PDF, or audiobook, or can be read in a web-based format. The text is supplemented with links to podcasts, videos, interactive exercises, and other related resources to build practice along with knowledge of design thinking.
This toolkit is a guide on how to carry out prototyping and testing. The purpose of the process is to test and improve the ideas at an early stage, before committing a lot of resources to it. The tool provides a step by step guide with simple descriptions on the techniques in each phase and things to watch out for.
The prototyping process is divided into the phases:

Living Futures: Scenario Kit is a design tool for understanding, discussing, and shaping the future. It consists of four alternative versions of year 2050 explored through narrated stories from future citizens, themed analyses, and other media files, as well as a set of design tools that puts the scenarios to work. The kit can be used to future proof business models, develop new strategy, and understand and discuss important trends and developments in the present.
The kit is flexible and can be useful in these situations:
1) Identify new opportunities - Discovering and mapping new ways forward, developing new concepts and ideas for strategies, products, or services
2) Wind tunnel ideas - Testing hypotheses about the future like strategies or business models
3) Discuss the future - Kickstarting fruitful discussions in a team or with diverse groups of stakeholders
This resource was designed to empower everyone to take a human-centred design approach. It was designed specifically for the Queensland Government in Australia but is valuable for anyone interested building an understanding of human centred design and how they can use it. The resource includes sections What is BCD, Why do HCD, and How to do HCD, each with detailed guidance and instructions. The website also includes detailed operational support guidance for procuring human-centred design work, checklists, interview and participant recruitment resources, and interactive templates.
The Venture Design Process offers set of templates, tutorials, and templates for systematic execution of continuous design and delivery. It covers the phases: Personas, Problem Scenarios & Alternatives, Value Propositions, Assumptions & Experiments, Customer Discovery & Experiments, User Stories & Prototypes, Product & Promotion, as well as modules covering agile management and business model generation. The resource is targeted at private sector entrepreneurs and focuses on digital products and services, but its principles and methods can be adapted to the public sector context. Some of of the templates are available as Google documents which can be copied and used interactively.
A living compilation of social innovation lab theory, templates, and tools to help address complex system problems and design a social innovation lab. This web-based resource includes sections Seeing, Doing, and Being, each with links to additional guidance, tools, and videos.
The REMODEL toolkit is targeted at companies producing products and is focused on developing economically sustainable business models through the principle of open source. While the toolkit is private-sector-oriented, some of the co-creation principles and methods can also apply to some areas of the public sector. The toolkit was published based on the experience of REMODEL with 8 Danish companies in 2018. The toolkit consists of 7 work packages and each part has a step-by-step instruction and a video tutorial as well as examples of how to work with each exercise. Using the tool, teams of 2-4 people work through the materials at their own pace and autonomously from their own locations. Each package takes approximately 4 hours to complete. Because of the introductory videos and the written guides, there is little need for a trained instructor or any previous experience with open source or design methods. The REMODEL editable source files are available via Github for download and remixing.
This toolkit offers a starting point and a framework for uncovering circular potentials and barriers and to potentially identify new circular business models. The tools in this toolkit focus specifically on mapping a company's circular potentials in the value chain it operates within. And it gives priority to understanding, framing and re-fining the value businesses create in the value chain, exploring the interaction with both customers, collaborators and influential stakeholders. The toolkit includes a Circular Business Model Map, a guide on how to use it, as well as video guidance on how to use the method.
