It is an innovative solution of the Hradec Králové Region for sharing and visualizing data from publicly available sources and data of the region. The data portal is a central information point providing citizens with regional open data. The basis is a local catalogue of the region's open data, with unified data from a range of sources, statistical data and regional data made available to the public. It is a new form of data sharing for citizens in the region. Communication is ensured between the public administration entity and the public to deliver information and speed up communication in relation to the citizen. Data is displayed in the form of simple and interactive graphs, open data through map outputs with detailed descriptions. It is clear to the citizen what specific information the datasets contain. The automated linking of the local catalogue to the national open data catalogue is a new, innovative solution of the region.
The data portal is intended for professional and general public - citizens, students and teachers, schools and universities, media, public administration. At the same time, it is useful for the staff of the Hradec Králové Regional Office to present their work and decision-making processes. It serves as information support in meetings with representatives of local governments and organizations, municipalities. It is intended for users of open data, developers of new applications. The portal is used by journalists, the press department of the office. We get feedback from citizens on further requests for data visualization.
There are currently 99 open datasets and 636 indicators published in interactive graphs, which are divided into 12 thematic areas. The Data KHK portal is a signpost for 21 regional portals and 62 map applications. The portal includes a strategic map of the region, where 35 current strategic documents and concepts of the Hradec Králové Region are located. The portal has 80 data cards to report on the state of the region and 12 dashboards.
The portal was implemented through teamwork and coordination of a working group formed from representatives of all departments of the regional office. Effective management of communication by the Analysis, Management Support and Control Department kick-started the entire process of sharing data across the office. There was a strong interest from the task force members to present their work through data visualization to the general public. An integrated countywide data base was created that provided a rich and valuable data source for the implementation of the portal. At the same time, the methodology of data entry into the information systems was modified for significantly faster data processing and subsequent data visualization. The open data of the region thus gained a high potential of interconnectivity, especially important in the development of web applications, to improve the level of public administration services. The visualisation of data in the form of interactive graphs convinced and motivated other county staff to share large-scale data, thus enabling the creation of a large county data base. The data outputs produced are used to support management and decision making processes. This is a completely new innovative product of the Hradec Králové Region, including the whole process of data sharing within the office.
The region has opened up to the public, ensuring innovation in public administration among the regions. The action plans and strategic documents of the Czech Republic and the EU have been fulfilled. Thus, it ensures quality, innovative, digital and responsive public administration for citizens by enabling the development of their services based on the use of quality data in digital form. It brings public administration closer to the citizens and makes it more digital. Digital education for students is being developed through hackathons in cooperation with the University of Hradec Králové. Applications over open data using AI are being developed through research and innovation activities. Students are involved in the development of the portal through projects. This positive effect is perceived by other regions that are starting to implement the same innovation process, which is transferable to other public administration entities. A positive impact of the innovation process is the obvious effect of cooperation and mutual communication between the different departments of the authority. Through the portal, the employees of the regional office have been given the opportunity to be intrinsically motivated, creatively involved and to present their activities by sharing data with citizens. The inspiration for our project was the city data portal data.brno.cz. Further development of the innovation is planned for the future, using new information technologies that will allow optimising the work with data on the portal.

What Makes Your Project Innovative?
The portal offers well processed open data in a local catalogue for the general public in the form of map outputs with detailed descriptions of map points. The method of automated linking of the local catalogue to the National Open Data Catalogue is an innovative process of the region, including data integration. There is ongoing improvement in the quality of open data through hackathons for students. These give feedback on their quality from analysts and developers, suggestions for improvement, and ideas for new datasets. At the same time, the portal shares data with citizens in the form of infographics, statistical data, map stories. The portal gives more effective data connectivity for the cities and municipalities of the Hradec Králové Region, offering citizens the opportunity to make new suggestions for projects and applications. Innovatively, it gives the possibility to increase the digital skills of employees of the regional office.
What is the current status of your innovation?
Currently, this innovative solution for citizens is being transferred to other public administration entities, especially regions. Good practice is shared with 8 regions in the Czech Republic: the Liberec, Moravian-Silesian, Olomouc, Pardubice, Zlín, Karlovy Vary and Vysočina regions. In the Slovak Republic it is the Banská Bystrica Region. We share good practice in working groups of the Government Council, associations of regions, regional directors' committees, more than 50 professional conferences and abroad, we cooperate with the City of Hradec Králové, the University of Hradec Králové in organizing hackathons and in research activities in the field of open data and the use of AI. In cooperation with the Office of the Government, the region organized a meeting of representatives of regions and other public administration entities to share good practices in the field of open data and data portals as part of the Czech Digital Week to promote digital education and online space.

The project was handled in-house with a dynamic team of analysts, an external developer and a geographer employed by the regional office. Effective communication management kick-started the entire process of data sharing across the regional office. The interest of the working group members to present their work through data visualization to the general public was evident. An integrated region-wide database was created, which provided a rich and valuable data resource.
Users, Stakeholders & Beneficiaries
The portal was visited by 22,000 users and 103,000 pages were viewed during 56,000 visits. Data portals of other regions with open data are being implemented (Liberec, Pardubice, Olomouc and Karlovy Vary regions), including the portal of the city of Hradec Králové. We cooperate with the state agency Czech Invest in providing open data of the region and University of Hradec Králové in research activities with the use of AI on open data of the region.

Results, Outcomes & Impacts
The portal was included among 40 inspiring public administration projects of the Czech Republic and 70 exemplary political projects of Europe. 1st place in the national round of the QUALITY INNOVATION AWARD 2022 from the Czech Society for Quality and an award in the international round, winner of the Smart Cities 2022 as a Project for the Region, Certificate of Good Practice from EPSA 2023-2024 within the EU, finalist of the Innovation in Politics Awards 2024, semi-finalist of the SDGs 2024 Award for meeting the UN Global Goals. In cooperation with the University of Hradec Králové, an application for open data cataloguing using AI was implemented as part of a selection project. The application was awarded as ITproject of the year 2023 in the Czech Republic.
Challenges and Failures
The most time-consuming was the process of creating the entire website on our own and especially the updating and unification of open data sets according to the rules of the so-called open formal standards and their preparation for publication in the open data catalogue. A separate chapter was the creation of interactive charts, which required the processing of a large amount of disparate data and data sources. It was necessary to unify the database and modify the methodology of data entry into the information system. Currently, 636 interactive outputs and 99 open data sets have been published. It is necessary to maintain the continuity of these indicators and gradually update them with new data and new open datasets.
Conditions for Success
For this innovation to be successful, the support of the regional office's leadership to this process of data unification and sharing is essential. The key is to involve employees in the implementation of the solution through mutual cooperation, communication between the different departments of the office, support for the presentation of their activities in a completely new innovative way that leads to the development of digital public administration. The key is to streamline data sharing processes within the office, including the possible introduction of a regulation governing these processes. At the same time, there is a need to methodically unify data from the office's information systems and integrate them into a single database.
Replication
As a result of this innovation and sharing of good practice, other open data portals of regions and cities are starting to be implemented. Regions inspire each other with new ideas and they are starting to organise regional hackathons, they are cooperating with the Supreme Audit Office to organise national hackathons. As part of the Czech Digital Week organised by the Office of the Government, the region organised a meeting of representatives of the regions to share good practice in the field of open data. This gave an impetus to spread awareness of open data, the need to unify data, and to support analytical activities for decision-making processes within public administration.
Lessons Learned
The whole project is a timeless and innovative way of sharing open data for citizens, including a local open data catalogue and its automated connection to the National Open Data Catalogue. It is a simple, effective way of sharing data and bringing the field of open data closer to citizens. The portal is an inspiration for other public administration entities leading to its transparency and public information in a time-saving way. The whole process is a relatively simple, low-cost solution for presenting open data that can be adopted by other regions or cities.

The Data KHK Data Portal is one of the most inspiring projects for the digitalization of public administration in the Czech Republic, also as an innovative exemplary project within Europe. This project has opened up cooperation between other regions in the field of open data and other important institutions at the central level, for example the Digital and Information Agency.
. The region cooperates in this area with the University of Hradec Králové. This includes cooperation on research activities, e.g. the development of applications over open data using state-of-the-art information technologies, including AI. Other entities are also involved in mutual cooperation to share data and ensure transparency and openness of public administration.
