In response to the universal issue of a demand-supply gap in the labor market in Bangladesh, the Aspire to Innovate (a2i) Program has launched National Intelligence for Skills, Education, Employment, and Entrepreneurship (NISE). The innovation seeks to utilise data to help those who wish to enter the job market make informed decisions. It is a pioneering approach that ensures collaboration between government ministries and skills service providers under one umbrella to remove unemployment.

Bangladesh is dealing with a substantial challenge in its labour market, specifically with regard to the employment opportunities for its youth demographic. Amidst the global challenge of rising youth unemployment, the National Intelligence for Skills, Education, Employment, and Entrepreneurship (NISE) emerges as a pioneering solution.

NISE aims to help young people get the right skills for the jobs available, in collaboration with government & private skills service providers, making the job market work better for everyone in Bangladesh. NISE is reshaping the landscape, providing real-time data and innovative solutions to bridge the gap between skills and employment. The country faced challenges with a significant labor market gap, the fear of job loss due to the 4th industrial revolution (4IR), and a lack of real-time labor market data. NISE aims to address these issues by providing real-time data for informed decision-making, integrating 32 government departments under 23 ministries regarding skills, employment & entrepreneurship and industries into a single platform, and offering comprehensive support to registered employable youths, including career guidance, apprenticeship opportunities, and migration suggestions. The platform follows a "leaving no one behind" approach, minimising the digital divide and transforming the skills development mechanism as per the market demand.

As NISE strategically addresses unemployment challenges, it presents an adaptable model for countries worldwide. By showcasing how it effectively combats youth unemployment in Bangladesh, NISE stands as a beacon for nations seeking innovative solutions to similar socio-economic issues, making it a relevant and transformative platform on the international stage. For instance, the initiative has been replicated by Somalia as ‘Shaqo Abuur’ in order to tackle youth unemployment issues in the local context. In Jordon, too, the NISE initiative has been replicated as ‘Digi Maharat’ to ensure the skill-development and employment of Syrian refugees. For the future, NISE hopes to be replicated in more countries of the developing world, such as Ghana and Sao Tome & Principe. It also looks forward to launching a collaboration with the National Universities (NU) in Bangladesh to particularly help those universities’ graduates under a separate platform called NU-NISE.

- One-stop platform: NISE meets all the employment needs of the youth in one digital platform, significantly reducing the time, cost, and visit requirements.
- Matchmaking: NISE facilitates matchmaking among the youth, skills service providers, and employers, in consideration of the supply-demand of the market. Through matchmaking, NISE bridges the gap between the available jobs and the skills required for the markets.
- Accessibility: Being an inclusive digital platfrom,NISE emphasizes the comfort of the disabled users.
- Minorities: NISE eliminates digital divide, allowing everyone including the ethnic minority communities to receive benefits.
- Collaboration: NISE focuses on a wide network of collaboration among youth, skills service providers (including both government ministries and private sectors), and employers. It helps job-seekers with career guidance and informed decision-making by utilizing real-time labor market data.

What is the current status of your innovation?

Nationally:

Collaborative efforts have linked NISE with significant number of skills service providers and 2,000+ companies. Approximately 1 million youths have registered with the platform.
NISE has demonstrated notable achievement with the creation of over 300,000 job opportunities; in this regard, NISE’s online platform and job fairs give professional exposure to the job-seekers. NISE aims to address these issues by providing real-time data for informed decision-making, integrating 32 government departments under 23 ministries. Over 20,000 government officials have been oriented with NISE’s work, enhancing awareness and influencing policies related to skills, education, employment, and entrepreneurship.

Internationally:

NISE's expansion abroad was facilitated through collaborative learning and knowledge exchange among countries, allowing nations like Somalia, Jordan, Ghana, São Tomé and Príncipe (STP) to replicate the successful model initiated by Bangladesh.

Innovation Reflections

Results, Outcomes & Impacts

Until now, over 300,000 jobs have been created, directly addressing youth unemployment. The platform's integration with 32 government departments across 20 ministries demonstrates its significant influence on policy and administrative frameworks. Approximately 1 million youths have registered with the platform. The orientation of over 20,000 government officials reflects its widespread awareness and acceptance. In the future, NISE is poised to have a lasting impact on the targeted countries, including Somalia, Jordan, Ghana, and São Tomé and Príncipe. In the light of these, NISE has been established as a transformative force in addressing youth unemployment and fostering economic development.

Challenges and Failures

The top-level decision-makers, like ministers, often get changed frequently. As such, we have had to navigate establishing connections across the multiple changes in decision-makers.

Moreover, most datasets in the country have been input manually. They are not translated digitally. Therefore, it’s now on our shoulders to do the digital translation.

Lastly, a huge segment of the youth is not tech-oriented; they are also fearful of technology. That’s why, NISE is aiming to bridge digital divide by building skills among all the sections of the youth, including the marginalized, leaving no one behind.

Conditions for Success

For NISE’s further success it’s crucial to have a supporting infrastructure both within Bangladesh and from external development agencies. Policy and rules are necessary to consolidate transparency, supervision, and remedy of defects so that users do not experience frustration with the platform. A robust leadership is also essential as it can provide guidance and eventually help NISE eliminate digital divide by empowering the job-seekers.

Replication

NISE has already been replicated in Somalia as ‘Shaqo Abuur’ in collaboration with Somalia’s Ministry of Communications & Technology and UNDP Somalia as the country faces challenges regarding youth unemployment.
In Jordan, it has been replicated as ‘Digi Maharat’ in collaboration with UNDP Jordan and Jordan’s Ministry of Digital Economy & Entrepreneurship to provide skills and employment opportunities to the unemployed Syrian refugees.
Replication in Ghana and Sao Tome & Principe is currently in the works.

Lessons Learned

Undertaking an initiative that targets to eliminate digital divide by providing skills development and employment is a huge responsibility. The biggest takeaway from the project is that no matter how enormous the responsibility is, it is essential in this digitalized world. Moreover, collaboration among the private and public sectors opens up a lot of avenues to achieve an ambitious goal like ours.
