An in-house platform links these inputs to the Development Plan, Action Plan, budget (POAI), and investment projects (PIIP). Today, over 2,700 citizens took part in co-creation process. 100% of goals are monitored in real time.

Ibagué has a strong identity: Colombia’s musical capital, home to Taste Atlas’s best pork dish, land of pink‑flowering ocobos, and gateway to the Coffee Triangle. Yet it faced two structural challenges. First, citizen participation was symbolic: proposals collected in workshops ended up in paper files with no traceability. Second, 15 secretariats, 40 directorates, and 5 decentralized institutes reported through manual, fragmented formats. Government meetings were taken up validating conflicting data instead of making decisions — sessions lasted up to 12 hours.
To close this gap, we created “MiGestión”, an integrated model that worked in two stages. First, participatory formulation: using Lego® Serious Play® under “Together we build Ibagué – add your brick!”, citizens of all ages physically built the city they dream of. Each proposal was captured on tablets with CAPI technology, validated on the spot, and georeferenced — ensuring traceability. Second, intelligent monitoring: an in‑house digital platform automatically linked citizen goals to planning instruments required by Colombian regulations (Municipal Development Plan, Action Plan, budget, POAI, and investment projects). The platform seamlessly integrates data across plans, budgets, and investment projects into a centralized data environment. The model also relies on sector specialists, such as Planning Secretariat officials trained in national investment sectors, who guide implementers, ensuring quality.
Three objectives guided the initiative:

Results: 2,745 citizens co‑created over 1,200 georeferenced proposals incorporated into the Development Plan. Today, 100% of its 343 goals and 115 projects are monitored in real time. Government meetings were cut from 12 to 6 hours (50% reduction), eliminating debates over duplicated data. Beneficiaries: 545,000 residents who see their dreams turned into works; public servants who replaced manual reporting with a unified tool; and the leadership team, with a reliable dashboard.
External validation: Colombia Líder (second best Development Plan nationwide) and the Colombian Federation of Municipalities (best public innovation experience, 2025 call).
Sustainability: MiGestión is part of Ibagué’s ISO 9001‑certified Quality Management System, operating under international standards, continuous improvement, and citizen focus. Looking ahead, we are adding a contracting module that links obligations to goals, certifies budget availability, and prevents unfunded commitments. Our in‑house architecture and operational manual make MiGestión replicable, and it has already sparked interest in national competitive spaces.

Lessons Learned

Embedding innovation in an ISO‑certified management system ensures it outlasts political cycles. Methodology was documented in one operational manual; the platform uses open‑source code, easing transfer. Unexpectedly, public servants were motivated by showcasing ongoing work, not just final results, because the platform gave visibility and recognition to their daily efforts.
