The Virtual Assistant project targets every person that may come to require information on how to access and make use of Portuguese Public Services. It takes the shape of an AI driven ChatBot (powered by ChatGPT3.5), designed on Azure Cloud AI architecture as a public/private partnership. Our Innovation demonstrates a clear use case for AI within the public sector, and it was developed to address effectiveness, efficacy and quality issues inherent to the provision of public services.  
The program offers an online Human Rights course for civil servants with modules from 15 Public Administration entities. It includes initial and final webinars featuring the Ombudsman and three civil society associations, respectively. Graduates propose initiatives to implement Human Rights, fostering a "Network of Ambassadors for the Promotion of Human Rights in Public Administration." A Best Practices Guide will highlight implemented projects.
This innovation involves using a public service as a "living lab" to test solutions in a real-world context. The living lab methodology in a public service setting involves collaboration between citizens, public servants, and experts to develop, test, and refine solutions in a real-world setting. This approach ensures solutions are aligned with user needs and validated in the actual environment where they will be implemented.
Social Security is now proactively sending communication of the proposal to award the Family Allowance, as soon as the baby is registered at the maternity hospital. All the father or mother has to do is go to their Social Security Direct message area and confirm the proposal. With this confirmation, the Family Allowance is automatically awarded and no further action is required.
The MAP |Early Warning Mechanism is an online and free tool that places Portugal in a pioneering path at the level of the EC and the OECD, for the support given to companies in an early stage of their financial problems and/ or levering their growth. It provides indicators allowing capacity building of entrepreneurs, better-informed decision-making processes, and more efficient and sustainable management. The results achieved prove the success of this tool, as referred in 3.5.
BUPi, is a one-stop shop, developed to integrate different sources of information about property ownership and land management, gathering knowledge on the, until now, unknown land areas and sharing this knowledge with several government agencies in order to create economic and social value for citizens and for the country. BUPi ensures a simple and digital solution that citizens can use to identify and geo-reference their properties, according to the once-only principle.
The Porto Citizen Card is designed to identify residents, but above all to offer them privileged use of their city, advantages and benefits in accessing experiences and services of the Municipality. Explore.Porto challenges citizens and visitors to discover and explore the city. The service is provided through a digital platform, anchored in beacons placed in strategic points in Porto. Anyone equipped with a smartphone can instantly obtain information about where they are and their surroundings, as well as the best way to get around. This user-centered innovation has proven its impact on the adoption of local services by both citizens and visitors.
Lisbon City Council is one of the 10 largest public purchasers in Portugal. The relevance of public procurement in the municipal activity led to the development of an internal portal - the Collaborative Purchasing Portal - to bring together all those who work in this area. With this Portal, the Lisbon City Council intends to foster an environment of trust, knowledge and sharing, and to strengthen the mission of its workers and the ties that unite them in a digital environment.
