Gov.gr has boosted the number of digital systems and services in Greece and dramatically increased the number of their users (>70% of the population). In this direction, HowTo has been designed to deliver simple, online micro-courses, that guide citizens and public servants in the use of the new systems and services. HowTo supports continuous training for new features and capabilities and certification where needed. Its communities foster collaboration and peer-to-peer problem-solving.
The Network of Public Services (NPD) was established to collectively support and inspire public services, share knowledge and expertise and to lobby policy and politics. The NPD is an informal network of over 80 public services. Karolinska University Hospital is piloting a new model for nurse-led innovation. The Finish Government established a network-based Competence Centre for Sustainable and Innovative Public Procurement (KEINO) in 2018. The Greek education system needs about 50,000 substitute teachers every year to staff schools. In order to begin teaching,  these teachers have to travel to their district education headquarters to sign their one year contract with the state. Emilia-Romagna’s Digital Agenda led a significant innovation process for public administration decision-making. The process resulted in a co-design phase with local administrations to structure and publish online the first geo-referenced regional Observatory on ultra-broadband connectivity in Italy. Multi-stakeholder participation made it possible to identify and highlight the various strengths and weaknesses of the tool, enabling its optimisation.
